Dr. Angela Carter serves as the Program Coordinator for the Master of Human Resource Development program at Clemson University. She is an Assistant Professor in the Educational and Organizational Leadership Development department, where her work focuses on the intersection of leadership development, coaching, and organizational change.

Her research and practice center on helping individuals and organizations learn, adapt, and improve. With a strong commitment to bridging theory and practice, Dr. Carter’s work emphasizes coaching education, workforce development, and applied improvement science.

Dr. Carter’s connection to ATD is longstanding. Her dissertation research was conducted in partnership with ATD, shaping her appreciation for the organization’s role in supporting practitioners and advancing the talent development field. Since joining ATD South Carolina, she has expanded her engagement with practitioner communities, deepened connections between research and practice, and contributed to initiatives that support professional growth and collaboration.

She remains passionate about helping people become their best selves at work and creating environments where both individuals and organizations can thrive.

Chip White, MBA, MCC is a leadership development professional and partner in strengthening the talent development community across South Carolina. As Leadership Development Manager at Michelin North America, he is dedicated to helping leaders grow and building organizations where people can thrive.

Emerging Leader Spotlight

Ying Feng, PhD, is an emerging leader in talent development and an Assistant Professor in the MHRD program at Clemson University. Through her work in academia, she is passionate about connecting research, teaching, and professional practice to help prepare the next generation of talent development professionals.

Since joining ATD South Carolina in 2023, Ying has been committed to building bridges between the classroom and the talent development community. She values opportunities for both herself and her students to engage with industry professionals, expand their perspectives, and strengthen their understanding of learning and development in practice.

Jessica Kilpatrick, MHR, is an HR Liaison at Clemson University with a strong foundation in Human Resource Development and a growing focus on talent development. She first connected with ATD South Carolina through Clemson University’s MHRD program and has since continued her engagement as she advances in her career. Jessica is passionate about expanding her understanding of learning and development beyond traditional HR management and values opportunities to connect with professionals across the field. She is committed to continuous growth and building meaningful professional relationships that strengthen both her knowledge and impact within the talent development community.

When asked about the value of ATD South Carolina, she shared:

“I have really enjoyed the virtual events and opportunities to learn more about the field of talent development. Previously, I was only involved in the management side of HR and this organization has broadened my knowledge base as well as my network and I look forward to continued growth and networking.”

Dr. Anna Ankenbrand is a skilled learning and development leader with expertise in curriculum development, instructional design, and online adult learning. Throughout her career, she has led curriculum and faculty professional development initiatives at multiple higher education institutions. She is passionate about creating engaging learning experiences that empower others to grow professionally and personally. Anna currently serves as an Instructional Designer at Unitek Learning and as an ATD South Carolina Lowcountry Ambassador.

How has your learning and development career grown since working at Unitek Learning and becoming a member of ATD? "As a member of ATD South Carolina, I value the opportunity to connect with learning and development professionals across the Charleston area and within the state. These connections have strengthened my professional growth, expanded my local network, and reinforced the importance of building community within the learning and development field."

Chandelle Anderson is the 2026 President of ATD South Carolina and proudly celebrates the chapter’s 80th anniversary under the theme “Legacy of Learning: 80 Years of Creating a World That Works Better.” A dedicated member of ATD South Carolina for over 10 years, Chandelle’s professional growth has been deeply shaped by her involvement in the chapter through mentorship, leadership opportunities, and meaningful collaboration with fellow talent development professionals.

Chandelle’s learning and development career has expanded across instructional design, program management, leadership development, and process improvement. She has served on the ATD South Carolina Board for over five years in multiple roles, including Vice President of Education and Communications. Professionally, she serves as the Assistant Training Director at the South Carolina Department of Revenue, where she oversees taxpayer education programs, and leads professional development programs that build organizational capacity, enhance workplace learning, and support continuous improvement across the agency.

Born and raised in Panama and bilingual in Spanish, Chandelle brings a global perspective to her work. Having also lived in Germany during her teenage years, she was immersed early in diverse cultures, languages, and learning styles, experiences that shaped her identity as a lifelong learner and inclusive leader. She proudly embraces her Panamanian heritage and believes that learning across cultures strengthens both people and organizations.

As ATD South Carolina honors its 80-year legacy, Chandelle is excited to help lead the chapter forward, ensuring that the work done in 2026 continues to empower learning professionals and create a world that works better for generations to come.
